| Citizen Corps- Following the tragic events that occurred on September 11, 2001, state and local government officials have increased opportunities for citizens to become an integral part of protecting the homeland and supporting the local first responders. Officials agree that the formula for ensuring a more secure and safer homeland consists of preparedness, training, and citizen involvement in supporting first responders. In January 2002, President George W. Bush launched USA Freedom Corps, to capture the spirit of service that has emerged throughout our communities following the terrorist attacks.
Citizen Corps, a vital component of USA Freedom Corps, was created to help coordinate volunteer activities that will make our communities safer, stronger, and better prepared to respond to any emergency situation. It provides opportunities for people to participate in a range of measures to make their families, their homes, and their communities safer from the threats of crime, terrorism, and disasters of all kinds.
Citizen Corps programs build on the successful efforts that are in place in many communities around the country to prevent crime and respond to emergencies. Programs that started through local innovation are the foundation for Citizen Corps and this national approach to citizen participation in community safety.
Citizen Corps is coordinated nationally by the Department of Homeland Security. In this capacity, DHS works closely with other federal entities, state and local governments, first responders and emergency managers, the volunteer community, and the White House Office of the USA Freedom Corps.

| Medical Reserve Corps- The mission of the Medical Reserve Corps is to establish teams of local volunteer medical and public health professionals who can contribute their skills and expertise throughout the year as well as during times of community need.
Medical Reserve Corps units are made of locally based, medical and public health volunteers who can assist their communities during emergencies, such as an influenza epidemic, a chemical spill, or an act of terrorism.
Medical Reserve Corps volunteers also offer education and prevention services to improve the public health infrastructure of their neighborhoods and communities.
MRC units are community-based and function as a specialized component of Citizen Corps, a national network of volunteers dedicated to making sure their families, homes, and communities are safe from terrorism, crime, and disasters of all kinds. Citizen Corps, AmeriCorps, Senior Corps, and the Peace Corps are all part of the President's USA Freedom Corps, which promotes volunteerism and service throughout the U.S.

| USA Freedom Corps- As a Coordinating Council housed at the White House and chaired by President George W. Bush, we are working to strengthen our culture of service and help find opportunities for every American to start volunteering.
Over the past thirty years, community involvement has been in decline. We take President Bush's challenge to foster a renewed culture of citizenship, service and responsibility seriously, and we are bringing together the resources of the federal government with the nonprofit, business, educational, faith-based and other sectors to begin that process and to measure our results.
We have already built a comprehensive USA Freedom Corps Network, where individuals can find service opportunities that match their interests and talents in their hometowns, across the country or around the world. And we are expanding service opportunities to protect our homeland, to meet important community needs and to extend American compassion around the world through partnerships with these and other organizations that create our volunteer service infrastructure.
At the same time, we are working to expand and strengthen federal service programs like the Peace Corps, Citizen Corps, AmeriCorps, and Senior Corps, and to raise awareness of and break down barriers to service opportunities with all federal government agencies.
Our agenda extends beyond volunteer service, and we have begun the process of working with educators and others to help increase civic awareness and participation in communities across the country. We look forward to what lies ahead, and to doing our part to help Americans strengthen America, one heart at a time.

| Division of Gaming Enforcement (DGE)- Gaming Enforcement is a division of the Department of Law and Public Safety. The DGE investigates applicants seeking casino licenses, casino employment licenses and licenses to do business with casinos. Additionally, the DGE reviews and audits casino operations and investigates and prosecutes all violations of the Casino Control Act. Criminal offenses that occur within the casino are investigated and prosecuted with the assistance of the Division of Criminal Justice's Casino Prosecutions Bureau and the Division of State Police's Casino Gaming Unit. |

| New Jersey Division of Highway & Traffic Safety- The mission of the Division of Highway Traffic Safety is to reduce fatalities, injuries and property damage on the roads of New Jersey resulting from traffic crashes. To achieve its mission, the Division undertakes traffic safety programs relating to Education, Enforcement, and Engineering. The bulk of the Division's funding comes from the Federal Government, through the National Highway Traffic Safety Administration. The funding received by the Division is used to undertake state-wide traffic safety programs and is also dispersed to local, county and state agencies in the form of traffic safety grants. |

| New Jersey Office of the Attorney General- Under the direction of the Attorney General, the Department of Law & Public Safety is dedicated to making New Jersey safe for all its residents and visitors. Its diverse and complex responsibilities focus on protecting the lives and property of New Jersey citizens. In addition to providing statewide law enforcement and emergency response services, this Department and its more than 9,000 employees are responsible for protecting citizens' civil and consumer rights, promoting highway traffic safety, maintaining public confidence in the alcoholic beverage, gaming and racing industries and providing legal services and counsel to other state agencies.

| USA on Watch- The Neighborhood Watch Program is a highly sucessful effort that has been in existence for more than thirty years in cities and counties across America. It provides a unique infrastructure that brings together local officials. law enforcement and citizens to protect our communities. Around the country, neighbors for three decades have banded together to create Neighborhood Watch Programs. They understand that the active participation of neighborhood residents is a critical element in community safety - not through vigilantism, but simply through a willingness to look out for suspicious activity in their neighborhood, and report that activity to law enforcement and to each other. In doing so, residents take a major step toward reclaiming high-crime neighborhoods, as well as making people throughout a community feel more secure and less fearful. |

| Volunteers in Police Service- In his 2002 State of the Union Address, President George W. Bush announced the creation of the USA Freedom Corps, an effort to foster a culture of service, citizenship, and responsibility, building on the generous spirit of the American people. The Citizen Corps programs are part of the USA Freedom Corps initiative and share the common goal of helping communities prevent, prepare for, and respond to crime, natural disasters, and other emergencies.
One of the Citizen Corps programs is the Volunteers in Police Service (VIPS) Program. The International Association of Chiefs of Police (IACP) is managing and implementing the VIPS Program in partnership with and on behalf of the White House Office of the USA Freedom Corps and the U.S. Department of Justice. The program's ultimate goal is to enhance the capacity of state and local law enforcement to utilize volunteers.
The foundation of this national initiative to help state and local law enforcement agencies is http://www.policevolunteers.org/. The website serves as a gateway to information for law enforcement agencies and citizens interested in law enforcement volunteer programs. To date, more than 850 law enforcement volunteer programs, representing more than 59,000 volunteers in all fifty states, have registered with the VIPS Program.
