CALL TO ORDER A regular meeting of the Atlantic County Board of Chosen Freeholders was called to order by Chairman Joseph Silipena at 4:00 p.m., Eastern Standard Time, on the above date and at the Stillwater Building, Northfield, NJ.

OPEN PUBLIC MEETING ACT Statement of Open Meeting Compliance: Pursuant to the Open Public Meeting Act, Chairman Joseph Silipena announced that adequate notice of this meeting, as required by said Act, has been provided to The Press and the Mainland Journal, posted on bulletin boards at 1333 Atlantic Avenue, Atlantic City; the Stillwater Building, 201 Shore Road, Northfield and at the County Clerk's Offices in Mays Landing.

The prayer and flag salute was led by Chairman Silipena.

MINUTES Freeholder Sutton moved and Freeholder Schilling seconded a motion to dispense with the reading of the May 22, 2007 Minutes and approve them as presented.

RESOLUTION 348
RENEWAL REIMBURSEMENT AGREEMENT

Freeholder Kelly moved and Freeholder Giordano seconded a motion authorizing the County Executive to enter into a renewal reimbursement agreement with the Atlantic County Improvement Authority.

RESOLUTION 349
WATER TREATMENT SERVICE and CHEMICALS

Freeholder Giordano moved and Freeholder Schilling seconded a motion to enter into a contract renewal with Keller Company for water treatment service and chemicals for Atlantic County for an amount not to exceed $68,460.00.

RESOLUTION 350
COURIER SERVICE

Freeholder Nelson moved and Freeholder Kelly seconded a motion to enter into an agreement with the New Jersey Department of Environmental Protection, Mosquito Control Commission to conduct a Vector Surveillance Courier Route for Courier Service and is revenue generating in the amount of $10,000.00.

RESOLUTION 351
MAINTENANCE OF FOOD SERVICE EQUIPMENT

Freeholder Sutton moved and Freeholder Schilling seconded a motion to enter into a alternate method contract with GCS Services, Inc. to provide maintenance and repairs of food service equipment for an amount not to exceed $47,500.00.

Freeholder Schilling moved and Freeholder Sutton seconded a motion to enter into a contract renewal with Sirsi Dynix, Inc. to provide maintenance of the integrated library computer system for an amount not to exceed $55,502.28.

PUBLIC COMMENTS There being no further business, Chairman Silipena opened the public portion of the meeting at 4:15 p.m.

Mr. Jim McGettigan, Atlantic County Sheriff, spoke regarding Ford Scott Seidenburg and Kennedy, the County's auditors, making political contributions. Mr. McGettigan requested any vendors that are contracted with the County be prohibited from making donations to political parties.

Mr. Jim Carney, Atlantic County Surrogate, asked for an investigative report regarding Constitutional Officers and Cost of Living Adjustments (COLA's) from Mr. Tuohy. Mr. Tuohy responded no written report was prepared. Mr. Carney requested an investigation into irregularities by the County Executive regarding the salary issue. Chairman Silipena stated an investigation was not warranted.

There being no further public comments, the public portion of the meeting was closed at 4:26 p.m.

FREEHOLDER COMMENTS Freeholder Russo requested the Solicitor to prepare an Ordinance banning fishing on the Longport Bridge.

General comments were made by various Freeholders for the good of the order.

WRITTEN CORRESPONDENCE Written correspondence was received by this office during the period of June 20, 2007 through June 26, 2007.

RESOLUTION 368 CHAPTER 159	Freeholder Giordano moved and Freeholder Kelly seconded a motion for the insertion into the budget the sum of $53,141.00 from the State of New Jersey, Department of Children and Families, Division of Youth and Family Services, under the caption of SSBG 2007. The above-mentioned motion was adopted by the following roll call vote: AYES: Curcio, Giordano, Kelly, Nelson, Russo, Schilling, Sutton and Silipena. ABSENT: Cooper.
RESOLUTION 369 CHAPTER 159	Freeholder Giordano moved and Freeholder Kelly seconded a motion for the insertion into the budget the sum of $12,262.00, from the State of New Jersey, Department of Labor and Workforce Development, under the caption of TANF Work Verification SFY07. RESOLUTION 370 APPOINTMENT	Freeholder Giordano moved and Freeholder Kelly seconded a motion for the appointment of Kevin J. Spears to the Atlantic County Disabled Citizens Advisory Board for a term to expire October 1, 2007. The above-mentioned motion was adopted by the following roll call vote: AYES: Curcio, Giordano, Kelly, Nelson, Russo, Schilling, Sutton and Silipena. ABSENT: Cooper.
RESOLUTION 371 REAPPOINTMENT	Freeholder Giordano moved and Freeholder Kelly seconded a motion to appoint Renee Bird to the Atlantic County Mental Health Advisory Board for a term to expire on June 30, 2010. The above-mentioned motion was adopted by the following roll call vote: AYES: Curcio, Giordano, Kelly, Nelson, Russo, Schilling, Sutton and Silipena. ABSENT: Cooper.
PUBLIC COMMENTS	There being no further business, Chairman Silipena opened the public portion of the meeting at 4:15 p.m.
	Mr. Jim McGettigan, Atlantic County Sheriff, spoke regarding Ford Scott Seidenburg and Kennedy, the County's auditors, making political contributions. Mr. McGettigan requested any vendors that are contracted with the County be prohibited from making donations to political parties.
	Mr. Jim Carney, Atlantic County Surrogate, asked for an investigative report regarding Constitutional Officers and Cost of Living Adjustments (COLA's) from Mr. Tuohy. Mr. Tuohy responded no written report was prepared. Mr. Carney requested an investigation into irregularities by the County Executive regarding the salary issue. Chairman Silipena stated an investigation was not warranted.
	There being no further public comments, the public portion of the meeting was closed at 4:26 p.m.
FREEHOLDER COMMENTS	Freeholder Russo requested the Solicitor to prepare an Ordinance banning fishing on the Longport Bridge.
	General comments were made by various Freeholders for the good of the order.
